================================================================================ Draft V3 Minutes of council meeting 2008 May 13 This draft includes only the section relating to the Nominating Committee. Other sections are under construction. NOMINATING COMMITTEE Frank brought up the most recent version of the ballot (V4), which included Matt as Chair and Jeff as Vice Chair. This version of the ballot had previously been distributed via e-mail to the Council for review and comments. At this point Matt mentioned that Jeff was still willing to run for Chair. Frank was surprised at this because Jeff's previous e-mail had sounded like he had been persuaded (by Matt) to switch from Chair to Vice Chair. Frank said that if Jeff was still willing to run for Chair, that settles the ballot question, unless the Council was willing to declare an emergency and waive the Chair's term limit provision in the bylaws. The provision says that the Chair can serve no more than two consecutive years out of any three year period. Matt has already been Chair for three consecutive years. Re-election would make it four years. Frank asked if anybody was willing to declare an emergency and waive the term limit rule. Nobody said yes, so the waiver was disapproved. Therefore Frank changed the ballot to include Jeff for Chair, and the Vice Chair slot was left empty. The new ballot was V5. Frank suggested a possible compromise -- if the concern was inexperience, Jeff could run as Chair and Matt as Vice Chair. The Chair would take on as much responsibility as he feels comfortable with, and delegate the remainder to the Vice Chair. As time goes on, the Chair would take on more and more responsibility as appropriate. This would sidestep the term limit issue. Matt turned thumbs-down on the idea. Sara didn't like the idea either, since the function of the Vice Chair is normally as a lead-in to Chair. So the compromise was disapproved. The ballot stayed unchanged as V5. ================================================================================ Background on Nominating Committee -- Frank volunteered to handle the nominations on 2008/1/19, originally for the 2007/08 elections, which ended up being delayed for various reasons until the 2008/09 elections. Nominations are handled by the Nominating Committee (as opposed to the Council). Normally the Nominating Committee consists of at least three people, but nobody else volunteered and no other appointments were made, so the committee basically consisted of one person.
